[Resolved, sort of] Special characters don't upload

My text contains lots of special characters: smart quotes, em-dashes, and accented letters. They all display correctly when I'm editing with SeaMonkey or KompoZer, or when I view them _on my disk_ with Chrome or Firefox, but after I upload them to my webpage, both browsers see them all only as a black diamond with a white question mark in it. When I look at HTML Source, I see the accented letters, for example "á"; regardless of whether I replace it with "á" or "á", both HTML editors change it back to "á" when I Save, and that goes to the black diamond when I upload.
How can I get these "specials" to upload?
(P.S.: Well, the quotes and dashes maintain their &...; form and display properly; it's just the accented letters that fail.)

PPS: I solved it, laboriously, by editing with Notepad: it doesn't try to "correct" my typing.
